Why emperor Qin is an effective and an ineffective ruler

I think emperor Qin both an effective and ineffective ruler. I think he is a effective ruler because he helped expanded China. He also standardized China. He standardized China by standardizing money weights, and measures. He built the great wall to protect the northern borders. In the time, southern China was strong. The great wall worked greatly because they blocked the southern army to attack them and left the southern army without supplies. That is why I think emperor Qin is an effective ruler.

He was also an ineffective ruler too. He is an ineffective ruler because he killed people or punished people if they don’t follow rules. They forced people to leave their fields and work on the Great Wall. He burned all the books except for medicine, farming, and the history of the Qin dynasty. He also killed a lot of Confucius scholars because they are plotting against him. That is why I think emperor Qin is an ineffective ruler.
