Was the Emperor an Effective Ruler?

The Emperor, Qin, was an Effective ruler. He created a strong central authority. He also standardized money, weights, measurements. He simplified the writing system. He built the Great Wall to protect the northern part of the empire.

First, Qin created a strong central government so everyone obey Qin. He would not be threatened by powerful lords. He also replaced the old system of feudalism with a goverment he controlled himself. He divided his territory into 36 districts. Three officials were appointed to govern each district.

Second, Qin standardized money, weights, measurements. It made people easier to trade. Now everybody can trade with each others. The only acceptable form of money became metal coins made of gold or bronze. The coins had holes in the center so that people could carry several of them together on a cord. He also simplified the writing system. It is very important. It made people can understand each other.

Finally, Qin built the Great Wall. The Great Wall protect the northern part of the China so the invaders can’t invade Qin’s Empire. It took Qin 10 years and 300,000 people to finish building the Great Wall. Now invaders could not move sheep or cattle over it, and horses could not jump over it. So invaders were left without supplies or a cavalry.

Qin created a strong central government. He also standardized money, weights, measurements and simplified the writing system. He built the Great Wall. That is why I think Qin was an effective ruler.
